Description: 1. RTF changelogs in installer (using pandoc for .md -> .rtf conversion).
2. Allow to remove the "-dev" suffix in builds using the "IS_DEV_BUILD" environment variable.
   By default all builds are "-dev" but now it's easy to run a pipeline with IS_DEV_BUILD="False" when needed.
3. Minor cosmetic changes and cleanup.
